Housing Manager

JOB SUMMARY:

The Housing Manager provides administration and supervision for all Association housing programs and those operated by its wholly owned subsidiary corporation, YW Homes, Inc.

MINIMUM QUALIFICATIONS:

Bachelor’s Degree with at least five (5) years of relevant experience of which two (2) were at a supervisory or management level or a Master’s Degree with two (2) years of experience and at least one (2) year at the supervisory or management level. 

KNOWLEDGE AND SKILLS:

Must be knowledgeable of government housing programming requirements, particularly those of the US Department of Housing and Urban Development (HUD). Must have experience working with varied client populations within the social system network of Allegheny County.   The incumbent must bring to this position background in property management and development, administration and supervision in a human services environment. A demonstrated awareness and support of issues surrounding homeless and abused women is desirable. 

ESSENTIAL RESPONSIBILITIES:

  • Provides management and supervision of all housing service programs. Responsibilities include:
    a. Program Budget Development and Management
    b. Staff hiring and supervision
    c. Internal Association Reporting
    d. External Funder Reporting
    e. Program Planning, Development, and Evaluation
    f. Community Outreach and Networking
    g. Fund Development and Proposal Writing
    h. Execute evictions, track, record and process utility bills and rental payments
  • Provides project management support to new housing development strategies and initiatives including, but not limited to feasibility analyses, assistance with preparation of loan and grant applications for capital and operating funds and submission of documentation and requisition draws through predevelopment, construction and lease-up phases of assigned projects.
  • Keeps abreast of federal laws affecting housing programs, regulations and directives issued by HUD and keeps record of such changes in written agency policy documents.
  • Supervises property management and maintenance functions related to tenant income limits, rent restrictions, minimum property standards, marketing, record-keeping, and physical health of YW HOMES, Inc. property.
  • Oversees the smooth and effective operation of program procedures such as referrals, intakes, case management services, program fee collection, identification of appropriate housing, initiation of leasing, and crisis management; institutes adjustments, as needed.
  • Investigates and cultivates additional funding sources, as required.
  • Monitors established program goals and outcomes; make adjustments, as needed.
  • Provides ongoing assessment of current and prospective programming needs and opportunities.
  • Hires, trains, supervise and evaluates staff.
  • Ensures that all properties that are owned or leased by the YWCA are inspected annually and meet HUD requirements.
  • Maintains comprehensive and current knowledge of community resources.
  • Oversees the collection and maintenance of information for monthly, quarterly and annual reports to funders and Association.
  • Oversees client database for the purpose of collecting, evaluating, and reporting relevant client information.
  • Maintains good working relationships with and is responsive to funders, community organizations, agencies, and participates in relevant community networking opportunities.
  • Maintains high levels of consumer satisfaction.
  • Must maintain a high level of confidentiality when working with sensitive and personal client, vendor, employee and contract information and effectively deal with sensitive information and occurrences.
  • Displays consistent professionalism and courtesy when interacting with internal and external customers.
  • Promotes and supports the mission, imperative, values and goals of the YWCA while maintaining high-performance standards.
  • Participates in YWCA professional development opportunities, successfully implementing new skills, knowledge, and procedures.
  • Performs other such duties assigned within the scope of the YW Housing Programs Department.

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS: 

  • Ability to lift, carry and otherwise move up to 15 pounds on a regular basis
  • Ability to sit, stand, bend, kneel, reach, push, pull, or walk for various lengths of time throughout the day
  • Ability to utilize computer equipment to complete daily work responsibilities
  • Ability to operate fax/copy machines, telephone, calculator and general office equipment on a daily basis
  • Daily work in an office environment and with frequent travel to client sites with exposure to weather conditions
  • Available to work 7 hours per day and/or 35 hours per week or more as necessary to meet Association objectives.
  • Ability to travel for meetings, agency trainings and other miscellaneous work assignments within or outside of Allegheny County.
