Keystone STARS Movement Specialist

Works closely with the Keystone STARS Specialists who manage caseloads of child care providers participating in the Keystone STARS in the Southwest Region. The Movement Specialist will focus on STARS movement. Guiding the movement process through the Team Planning Meetings, organizing Professional Development Days, creating toolkits for providers to meet STARS Standards,  assisting in monitoring TA progress toward goals, working closely with the STARS Mentor Manager in linking mentors to mentees and guiding the goal planning. The STARS Movement Specialist will assure that STARS movement is documented and tracked. Position requires frequent travel in assigned counties within Pennsylvania.


Masters Degree of Science and Education Curriculum Instruction; or Early Childhood Education with at least 30 credits in ECE; or Bachelor’s Degree with 5 years experience as a STARS Specialist and 40 + credits in ECE.


Excellent oral and written communication, interpersonal presentation and organizational skills as well as a valid PA driver’s license are a must.  Working knowledge of PA’s Keystone STARS; the early learning systems, including child care, and operation of child care facilities as well as available resources to support programs. Strong understanding of the development of quality early learning services needed. This position requires the ability to effectively interact with a diverse population.


  • Promotes participation and movement in the Keystone STARS program.
  • Accurately reviews requests for Keystone STARS supports in Team Planning Meetings that will effect movement.
  • Assists in the development of quality improvement plans based on the Keystone STARS Performance Standards to help ensure continuous quality improvement of child care facilities.
  • Develops and maintains a working relationship with Keystone STARS Specialists, STARS Mentors, TA, PD Organizations, child care facilities and practitioners by providing guidance and support in STARS movement.
  • Works with all Keystone STARS partners including OCDEL’s Bureau of Certification to ensure successfully advancement through the STARS levels.
  • Works with the Early Learning Quality Specialist to ensure timely STARS designations.
  • Provides information on resources to support continuous quality improvement of child care facilities.
  • Coordinates additional, required services of other organizations involved in the Keystone STARS program.
  • Maintains accurate records and prepares such reports as may be required by management.
  • Maintains high levels of customer satisfaction.
  • Must maintain a high level of confidentiality when working with sensitive and personal client, vendor, employee and contract information.
  • Must effectively deal with sensitive information and occurrences.
  • Displays consistent professionalism and courtesy when interacting with internal and external customers.
  • Promotes and supports the mission, values and goals of the YWCA maintaining high performance standards.
  • Participates actively in YWCA and OCDEL professional development opportunities successfully implementing new skills, knowledge and procedures.
  • Performs other such duties as may be assigned by the Director or the Keystone STARS Mentor Manager within the scope of the Regional Key.


  • Ability to lift, carry and otherwise move up to 15 pounds on a regular basis
  • Ability to sit, stand, bend, kneel, reach, push, pull, or walk for various lengths of time throughout the day
  • Ability to utilize computer equipment to complete daily work responsibilities
  • Ability to operate fax/copy machines, telephone, calculator and general office equipment on a daily basis
  • Daily work in an office environment and with frequent travel to client sites with exposure to weather conditions
  • Available to work 7 hours per day and/or 35 hours per week or more as necessary to meet Association objectives.
  • Ability to travel for meetings, agency trainings and other miscellaneous work assignments within or outside of Allegheny County.
