Hiring Range: $31,050/ - $35,708/yr.


Manages a caseload of child care providers participating in the Keystone STARS process in assigned counties.  Provides information on professional development, technical assistance, Early Intervention, Shared Services, related supportive services, and administers grant awards. Serves as a resource for groups interested in the Keystone STARS program, and those interested in the advancement of quality early learning programs. Position requires frequent travel in assigned counties within Pennsylvania.


Bachelor’s Degree with three years’ experience and at least one (1) year of supervisory/management relevant experience or Master’s Degree with at least one (1) year supervisory experience and one (1) year relevant experience.  A degree in Early Childhood Education, Child Development or related field is preferred.  Approved clearances from FBI Fingerprinting, PA Child Abuse History Clearance and PA Criminal Background check.


Excellent oral and written communication, interpersonal presentation and organizational skills, as well as a valid PA driver’s license, are a must.  Working knowledge of PA’s early learning systems, including child care, and operation of child care facilities as well as available resources to support programs. Strong understanding of the development of quality early learning services needed.  Requires the ability to effectively interact with a diverse population.


  • Promotes recruitment and participation for higher STAR levels in the Keystone STARS system.
  • Manages an assigned caseload of providers. Keeps up-to-date records, provides guidance and support to assigned providers.
  • Supports provider retention in Keystone STARS and coaches provides to move up in the Keystone STARS system.
  • Promotes, within the community, the supports available to providers to ensure the community is aware of the Keystone STARS system supports.
  • Identifies qualified providers through the ELRC for certification, and supports initial screenings and orientation sessions to become a licensed provider. Offer supports throughout the certification process and movement through the Keystone STARS system.
  • Collaborates with Certification, PA Keys, and Early intervention to ensure a seamless monitoring system. Shares data and information to offer as many supports available to the provider. Works in a partnership with Early Intervention, PA Keys, and Certification to grow and support communications and quality improvement between the systems.
  • Attends joint visits with certification and providers to assist in the development of an action plan and to provide support to providers.
  • Accurately reviews requests for Keystone STARS designation and coordinates services to effectively evaluate.
  • Assists in the development of quality improvement plans based on the Keystone STARS Performance Standards to help ensure continuous quality improvement of child care facilities.
  • Develops and maintains a working relationship with child care facilities and practitioners by conducting site visits and providing guidance and support.
  • Works with all Keystone STARS partners including OCDEL’s Bureau of Certification to ensure successfully advancement through the STARS levels.
  • Accurately reviews, awards, and monitors Keystone STARS grants and provides assistance as needed to support quality at each level.  Ensures proper grant request amounts are entered in K2Q.
  • Serves as an informational hub for potential child care providers including local capacity building supports for underserved areas.
  • Utilizes all resources including Early Intervention, Mentors, Technical Assistance, Professional Development, Communities of Practice, and others to support providers.
  • Works closely with the PD/TA Manager to develop a Continuous Quality Improvement Plan for a provider utilizing the supports available to them such as Technical Assistance, Mentoring, and Professional Development.
  • Attends community events and engages in outreach efforts that are received positively in the community,
  • Monitors monthly progress of providers meeting targets for recruitment and movement in Keystone STARS as requested by OCDEL. To include: Head Start, Pre K Counts, Stand Alone, Private Academics, School District, etc.
  • Enter OIG referrals and suspensions in K2Q within 3 business days.  Ensure the proper notation is listed in the comment field and the reason for suspension or any other designation type.
  • Notify providers of suspensions within 3 business days of the suspension as found in K2Q.
  • Ensures accuracy when entering data into the Pelican /K2Q systems.
  • Works with the STARS designators to ensure timely STARS designations.
  • Provides information on resources to support continuous quality improvement of child care facilities.
  • Frequently travels within Pennsylvania. To include travel to Harrisburg for all state workgroups as required by OCDEL. Also, to include local travel to serve on community stakeholder boards, provider and family visits, trainings, and meetings.
  • Maintains accurate records and prepares such reports as may be required by management.
  • Maintains high levels of customer satisfaction.
  • Maintains a high level of confidentiality when working with sensitive and personal client, vendor, and employee information.
  • Effectively deals with sensitive information and displays consistent professionalism and courtesy when interacting with internal and external customers.
  • Promotes and supports the mission, values, and goals of the YWCA maintaining high-performance standards.
  • Participates actively in YWCA and OCDEL professional development opportunities successfully implementing new skills, knowledge, and procedures.
  • Performs other such duties as may be assigned by the Director or the Keystone STARS Manager within the scope of the ELRC.
