Eligibility Coordinator

Hiring Range: $11.56 /hr. - $14.56/ hr
Department/Location: Early Learning Resource Center

JOB SUMMARY:  

This position requires the Eligibility Coordinator to use knowledge of CCIS/DPW applicable regulations, rules and procedures appropriately.  Must have good judgment and analytical skills; regarding eligibility determination for the state subsidy program, while supporting and integrating with all CCIS units. Maintain professional communication with the private and professional community as well as local and federal agencies such as the DPW/CAO and Office of the Inspector General.

MINIMUM QUALIFICATIONS: 

Associates, Business or Technical Degree with two (2) years of relevant experience OR a High School Diploma with three (3) years of relevant experience. This position requires Act 33/34 clearances and criminal background checks. 

KNOWLEDGE AND SKILLS:

Data entry skills along with the ability to communicate effectively with a diverse clientele are required.  High level of organizational time management and customer service skills required. Able to positively and professionally interact with persons from various income, cultural and socio-economic backgrounds.  A working knowledge of basic mathematic concepts is necessary.  Knowledge of childcare system is helpful.

ESSENTIAL RESPONSIBILITIES:   

  • Interview and counsel clients for the purpose of obtaining, recording, evaluating and determining eligibility.
  • Counsel clients of their rights and  responsibilities as recipients of subsidized child care benefits through individual conferencing, phone communication and by written correspondence
  • Meet high-performance standards to compile data as prescribed by the Pennsylvania Department of Public Welfare while maintaining the ability to aid clients to receive subsidy.
  • Maintain comprehensive understanding of current DPW eligibility regulations and determine applicability to individual cases in concert with all other client data
  • Plan, organize, process and manage caseloads to ensure timely eligibility determination and ongoing case management within DPW regulated timeframes.
  • Utilizes web-based databases, PELICAN and CIS to store/review/update client data and determine client eligibility.
  • Responsible for the maintenance of PELICAN Inbox and Updates.
  • Prepare and submit documentation to support the ELRC in fair Hearings and Appeals cases and OIG referrals as well as attend any hearings as a result of these actions
  • Communicates effectively with outside agencies, including other ELRC's, CAO offices, EARN centers and childcare providers
  • Consistently interacts objectively/professionally with staff /clients/provider/ and DPW maintaining high levels of internal and external satisfaction.
  • Displays consistent professionalism and courtesy when interacting with internal and external customers.
  • Maintains high levels of confidentiality when working with sensitive and personal client, vendor, employee and contract information.
  • Ability to make decisions and take action in a timely manner. Utilize information and logic to develop a course of action or resolution based on policy and regulations.
  • May require travel for meetings, agency trainings and other miscellaneous work assignments within or outside of Allegheny County.
  • Adhere to YWCA Time and Attendance policy.
  • Will work in conjunction with co-workers and management to achieve Affirmative Action goals

  • Participates in YWCA and DPW professional development opportunities successfully implementing new skills, knowledge and procedures.
  • Performs other such duties as may be assigned within the scope of the Early Learning Services Department.

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS: 

  • Ability to lift, carry and otherwise move up to 15 pounds on a regular basis
  • Ability to sit, stand, bend, kneel, reach, push, pull, or walk for various lengths of time throughout the day
  • Ability to utilize computer equipment to complete daily work responsibilities
  • Ability to operate fax/copy machines, telephone, calculator and general office equipment on a daily basis
  • Daily work in an office environment and with frequent travel to client sites with exposure to weather conditions
  • Available to work 7 hours per day and/or 35 hours per week or more as necessary to meet Association objectives.
  • Ability to travel for meetings, agency trainings and other miscellaneous work assignments within or outside of Allegheny County.
