Affordable Care Act 

On March 23, 2010, President Obama signed the Affordable Care Act, into law. The Affordable Care Act actually refers to two separate pieces of legislation — the Patient Protection and Affordable Care Act and the Health Care and Education Reconciliation Act — that, together expand Medicaid coverage to millions of low-income Americans and makes numerous improvements to both Medicaid and the Children's Health Insurance Program (CHIP). Other key provisions intend to lower health care costs, improve system efficiency, and to eliminate industry practices that include rescission and denial of coverage due to pre-existing conditions. Part of this act states that if you do not enroll during the Marketplace open enrollment period, you will be subjected to a fee unless you are eligible for Special Enrollment or Medicaid.

Health Insurance Marketplace

The Marketplace is an internet-based resource where individuals, families, and small businesses can learn about their health coverage options; compare health insurance plans based on costs, benefits, and other important features; choose a plan; and enroll in coverage. YWCA Greater Pittsburgh has trained and certified Navigators who can answer questions, offer advice, and help you enroll in health care that best suits your needs.  For Marketplace Open Enrollment information, click here.

Special Enrollment. Life events such as marriage, birth of a child, or death of a spouse qualify you for special enrollment through the Health Insurance Marketplace. Call 2-1-1 to schedule your YWCA appointment and determine your eligibility.

Medicaid Expansion 

Medicaid accepts applicants throughout the year. Many who did not qualify for Medicaid last year may now be eligible through Medicaid Expansion. Your income and household size help determine your eligibility. Call 2-1-1 to schedule your YWCA appointment and determine your eligibility.

Words to Know

  • Benefits - The health care items or services covered under a health insurance plan.
  • Coinsurance - Your share of the costs of a covered health care service, calculated as a percent (for example, 20%) of the allowed amount for the service. You pay coinsurance plus any deductibles you owe.
  • Copayment- A fixed amount you pay for a covered health care service or item (e.g.., $15 for a doctor’s visit)
  • Deductible – The amount you owe for health care services (those covered by your plan) before your health insurance begins to pay.
  • Network – Facilities, providers and suppliers your health insurer or plan has contracted with to provide health care services.
  • Out-of-Pocket – The most you pay during a policy period (usually one year) before your health insurance or plan starts to pay 100% for covered essential health benefits.
  • Premium – The amount of money you or your employer pay each month for your insurance plan.
  • Preventative Care – assistance that focuses on stopping illness before it starts or catching it early, including screening, tests, health education, and immunization programs
